<B>A Singular Model of Electronic States, Localized over the Surface of Cryogenized Dielectric</B>
A new model for the description of localized electronic states near the surface of a cryogenized dielectric is proposed. In this model an ambiguity of the self-adjoined extention of the Hamiltonian for the problem of the motion of an electron in the field of the electrostatic image at flat boundary dielectric-vacuum is used. The proposed model, in contrast with the well known model of Grimes, contains as only phenomenological parameter the mixing angle. It is shown that the proper choise of the mixing angle makes it possible to completely account for the spectroscopic data on electric dipole transitions between singleparticle electronic states localized over the surfaces of 4He, 3He and also solid hydrogen.
