The Semiphenomenological Model of the Nucleus (SPM) is applied to description of inelastic nucleon scattering with excitation of rotational states. Cross sections of inelastic scattering of protons with <I>E</I> = 6 Mev by <sup>56</sup>Fe with excitation of the states |<I>IπK</I>> = |2+0> and |<I>IπK</I>> = |2+2> are calculated for illustration. The total deformation and non-axiality parameters are derived and compared with predictions of SPM, the agreement being satisfactory.
