Bibliothekssigel werden in Deutschland seit über 100 Jahren an der Staatsbibliothek zu Berlin vergeben. Entstanden ist das System der Bibliothekssigel anlässlich des Jahrhundertprojektes »Preußischer Gesamtkatalog«. Es wurde vom Auskunftsbüro der Deutschen Bibliotheken weiterentwickelt, das 1904 an der Königlichen Bibliothek etabliert worden war. Zur Entschlüsselung von Bibliothekssigeln gehören Sigelverzeichnisse, die von ihren unselbstständigen Anfängen im Rahmen der ersten Zeitschriften-Gesamtkataloge über regelmäßig publizierte eigenständige Druckproduktionen bis hin zum Sigelverzeichnis online als ständig aktualisierte Datenbank im ZDB-OPAC weiterentwickelt wurden. Das gedruckte Sigelverzeichnis ist zusammen mit der Online-Ausgabe ein wichtiges Instrument für den Leihverkehr, Bibliothekssigel werden auch für Online-Kataloge und die Online-Fernleihe eingesetzt. Bibliothekssigel sind eindeutige Kennzeichen, die Bibliotheken als Entitäten identifizieren. Das deutsche Sigelsystem bildet nun auch die Grundlage für den nationalen identi im neuen ISO Standard 15511, dem »International Standard identi for Libraries and Related Organizations (ISIL)«, der quasi ein international gültiges Bibliothekssigel geschaffen hat. Bibliothekssigel und ISIL werden zusammen von der Sigelstelle der Staatsbibliothek zu Berlin innerhalb der Bibliotheksdatei der ZDB verwaltet.

For over 100 years the State Library in Berlin has been assigning identi codes (Sigel) to libraries in Germany. The coding system was begun originally during the extensive project of compiling the »Prussian Union Catalog.« It continued to be developed by the Reference Department of the German Libraries, which was established at the Royal Library in 1904. To decode the identis, indexes in various forms are available: originally as a sub-product of the first Periodical Union Catalog, then appearing regularly as an autonomous printed volume and, additionally, today as a continually updated online-database within the ZDB-OPAC, Germany's Union Catalogue of Serials. Together, the printed edition and the online version are important tools for interlibrary lending, as well as, moreover, for online catalogues and online interlibrary loans. The identis are unique codes which refer to the library as an entity. These numbers now form the basis for the national identis in the new ISO Standard 15511, the »International Standard identi for Libraries and Related Organizations (ISIL)«, which is in a sense an internationally valid library identi. The German »Sigel« and ISIL will be administered together at the State Library to Berlin within the library database of the ZDB union catalogue.
