Der Beitrag knüpft kritisch an einen Aufsatz von Gerhard Reichmann in der ZfBB 3 (2003) zur Leistungsmessung an Fachhochschulbibliotheken (FHB) an. Der Autor geht davon aus, dass sich die Entwicklung von angemessenen Leistungsvergleichen innerhalb der FHB nicht von den strukturellen Entwicklungen und den Funktionsbestimmungen der sie tragenden Institutionen entkoppeln lässt. Dieser Beitrag will das strukturelle Verständnis für den Bibliothekstyp FHB und seine unterschiedlichen Rahmenbedingungen verbessern helfen und zum Aufbau von relativ konsistenten Vergleichsgruppen in der Leistungsmessung beitragen. Dazu werden die bildungspolitischen Grundzüge kurz skizziert, auf deren Grundlage ein Vorschlag zur Einteilung der FHB in vier Größenkategorien unterbreitet wird, der grundsätzlich auch auf andere Bibliothekstypen übertragen werden kann. Die methodischen Überlegungen werden mit kurzen Beispielen anhand des Datenmaterials aus Reichmanns Beitrag veranschaulicht. Sie zeigen auf, welches Potenzial in dem vorgeschlagenen Verfahren steckt.
This article takes a critical look at the essay by Gerhard Reichmann on performance measurements in liebraries of Universities of Applied Sciences (FHBs) published in the ZfBB 3(2003). The author premises that the development of appropriate comparisons within the FHBs cannot be treated in isolation from the structural developments and functional parameters of the respective governing institutions. The aim of this article is to enhance a structural appreciation for the FHB type of library and the various factors governing it and thereby contribute to the development of relatively coherent groups for the measurement of comparative performance. To this end, the author summarizes the basic educational policies which form the basis for a proposal to divide the FHBs into four categories based on size. This procedure can also be applied to other types of libraries. The choice of methods is illustrated with brief examples based on the data in Reichmann's article. These examples make evident the potential strengths of this proposed technique.
