Die Referendarausbildung begann in Köln unmittelbar nach 1945, zunächst an der Universitäts- und Stadtbibliothek, später am Bibliothekar-Lehrinstitut, der Fachhochschule für Bibliotheks- und Dokumentationswesen, zuletzt am Fachbereich Informationswissenschaft der Fachhochschule Köln. Als einziges Bundesland hatte Nordrhein-Westfalen 1974 die Ausbildung für den höheren Dienst an Öffentlichen Bibliotheken geschaffen und in den Prüfungsordnungen von 1977 und 1985 verankert. Von 1949 bis 2002 haben 1.357 Referendarinnen und Referendare ihre Laufbahnprüfung in Köln abgelegt. An die Stelle der Ausbildung im beamtenrechtlichen Vorbereitungsdienst ist seit dem Sommersemester 2002 der Zusatzstudiengang "Bibliotheks- und Informationswissenschaft / Library and Information Science" getreten.
In-service training in Cologne began immediately after the end of the Second World War in 1945, initially at the University and City Library, and later at the Library Training School, the College for Librarianship and Documentation, and, most recently, at the Information Science Section of the Technical College of Cologne. In 1974 North-Rhine/Westphalia was the first and only federal state to initiate training at the senior civil service level for public libraries (with revised examination rules in 1977 and 1985). Between 1949 and 2002 1,357 trainees have completed their examination in Cologne. Since the summer semester 2002, the supplementary degree program "Library and Information Science" has replaced the qualifying program for civil service library positions.
